The writer is using the question form to express fear and anguish about the possibility that God has completely rejected his people. If a speaker of your language would not use the question form for that purpose, you could translate these as statements or as exclamations. Alternate translation: [For you have completely rejected us! You have been angry against us beyond measure!]
