Section 3:1–16: Paul described the sort of people who should lead a community of believers

In this section, Paul described the qualifications for Christian leaders, those who lead a group of believers.

This section can be divided into three paragraphs:

Paragraph 3:1–7: The sort of people who should be overseers

Paragraph 3:8–13: The sort of people who should be deacons

Paragraph 3:14–16: The reason Paul wrote this letter to Timothy

Paragraph 3:8–13

In 3:1–7 Paul told Timothy the sort of people who ought to be overseers. In the following verses, Paul described the sort of people who should be deacons. Many of these qualifications are similar to those for overseers.

3:10a

Additionally, they must first be tested.

Before people become deacons, they must be evaluated.
When deacons are chosen, first let them prove that they have the right qualities.

Additionally, they must first be tested: Paul told Timothy that someone who might become a deacon should be tested to discover if he had the right qualities. Only if he had these qualities should he be appointed as a deacon.

Paul did not say who should test a deacon. So it is recommended that you do not explain that either. Perhaps you could say:

Let them prove themselves.

But, if in your language you need to specify who tested the deacons, it is recommended that you use a general term. For example, you could say:

The believers must test them

Paul also did not explain the way that deacons should be tested. There are many possibilities, but it is recommended that you avoid specifying any method of testing in your translation.

3:10b

Then, if they are above reproach,

Then, if they cannot be accused of doing wrong,
Then if no one can find fault with them,

if they are above reproach: The Greek word that the BSB translates as above reproach means that the men being tested cannot be truthfully be accused of doing wrong. It has a similar meaning to the word that the BSB also translates as “above reproach” in 3:2a.

3:10c

let them serve as deacons.

let them become deacons and serve the believers.
they can be chosen to work as deacons.

let them serve as deacons: That is, once these men have passed the test, they can be appointed as deacons.

Here, the phrase being blameless could give: (1) the condition that must be fulfilled for them to serve. Alternate translation: [let them serve if they are blameless] (2) a description of the people who can serve. Alternate translation: [let the ones being blameless serve]
