2:12-13 God showed his love and care for his rebellious people by giving them a promise of hope even as he spoke of exile and despair. Israel would be scattered, but they would be brought back (cp. Deut 4:26-29; 30:1-6).

Section 2:12–13: The LORD promised to gather his people again and bless them

In the previous sections of the book, the LORD, speaking through Micah, said that he would punish the Jewish nation. Samaria would be destroyed (1:6–7), and many people in Judah would go away as prisoners (1:16). He told the people that they could no longer stay in their land (2:10). Other people would capture them and take away their land (2:4–5).

This section (2:12–13) is about the more distant future. The LORD is the speaker in 2:12. Verse 2:13 describes what the LORD promises he will do. He will gather his people together again from the places where they will be scattered in exile. He will be their leader and will make them safe again.

I will surely gather all of you, O Jacob;

I: The LORD is the speaker in verse 12. If this is not clear in your translation, here are some other ways you can begin this verse:

“I, the LORD

will surely gather: In Hebrew, this is literally “gathering I will gather.” This Hebrew phrase emphasizes that the LORD will gather. Here are some other ways to emphasize this phrase:

I will certainly gather

Truly, I will gather

Believe me, I will gather

all of you, O Jacob: There is a textual issue here:

  1. The Hebrew text has “all of you, Jacob.” For example:

    “I will surely assemble all of you, Jacob… (NASB) (BSB, GW, KJV, NASB, NCV, NET, NIV, NJPS, NLT, NRSV, REB, GNT)

  2. The LXX does not have the word “you.” Instead it refers to “all of Jacob.”The LXX for Micah 2:12a says “Jacob will be assembled with all.” For example:

    I shall assemble the whole of Israel. (NJB) (CEV, NJB)

It is recommended that you follow option (1) along with most versions and commentaries. According to interpretation (1), in 2:12a the LORD spoke to the people, not about them.

O Jacob: See the note about O at 1:2b. The name Jacob here means “descendants of Jacob.” It is parallel with “Israel” in 2:12b and refers to the whole Jewish nation. See the note on the name Jacob at 1:5a.

2:12b–d

In 2:12a, the LORD spoke to the people, but in 2:12b–d, he spoke about the people.

I will collect the remnant of Israel.

I will collect the remnant of Israel: In Hebrew, 2:12b is literally “gathering I will gather the remnant of Israel.” This verse part is parallel to 2:12a. It has a similar meaning and similar emphasis.

the remnant of Israel: The name “Jacob” (2:12a) and the phrase the remnant of Israel both refer to the Israelites who will survive the war and exile that Micah has predicted. In the future, the LORD will gather this remnant together again in their own land.

General Comment on 2:12a–b

There are at least two ways to translate these parallel lines:

Choose an option that is clear and natural in your language.

2:12c–d

These two verse parts are parallel to each other. They are also parallel to 2:12a–b. In 2:12c–d, there are two similes:

I will bring them together like sheep in a pen: The verb bring…together is another synonym for “gather” in 2:12a–b. The pronoun them refers to the “remnant of Israel” mentioned in 2:12b.

like sheep in a pen: A shepherd puts sheep inside a pen so they will be safe. In the same way the LORD will gather the remnant of Israel so that they will be safe.

pen: A pen is a fence or wall around a small piece of land. Here are some other ways to translate this word:

like a flock in the midst of its pasture—a noisy throng: There are two main ways to interpret these phrases:In addition to the two interpretations given in the Notes, there are at least two other interpretations: The REB has “like a flock in the pasture, moved away by men.” The NAB has “like a herd in the midst of its corral, they shall not be thrown into panic by men.”

  1. The Jewish survivors will be like a flock of sheep in a pasture. They will be a noisy crowd of people. For example:

    like a flock in its pasture, a noisy multitude of men (ESV) (BSB, GW, KJV, NASB, NET, NJPS, NLT, NRSV)

  2. The Jewish survivors will be like a flock of sheep in a fold. They will make noise far away from any people. For example:

    like a flock within their fold, they will bleat far away from anyone (NJB)

It is recommended that you follow interpretation (1) along with almost all English versions.

a noisy throng: This phrase means that the people will make lots of noise. They will probably be noisy because they will be happy and talking together. Be careful not to translate this in a way that will make your readers think that the people are angry or fighting.

Here are some other ways to translate 2:12d:

…like a flock in the middle of a pasture; they will be so numerous that they will make a lot of noise. (NET)

…like a flock in its pasture. They will make a lot of noise because there will be so many people. (GW)

Some versions give attention only to the large number of people and leave implicit the accompanying noise. For example:

your land will once again be filled with many people (GNT)The NCV, the NIV and the GNT speak of the crowd, but leave implicit the noise of the crowd.
