אֲנִ֣י מַרְעִ֔ישׁ אֶת־הַשָּׁמַ֖יִם וְאֶת־הָאָֽרֶץ
I shake DOM the=heavens and=DOM the=earth/land
See how you translated the similar expression in 2:6. Alternate translation: “I am bringing about such changes in the situation of the nations around you that it is as if I am shaking”
Note 3 topic: figures-of-speech / merism
אֶת־הַשָּׁמַ֖יִם וְאֶת־הָאָֽרֶץ
DOM the=heavens and=DOM the=earth/land
Yahweh is using the two main components of creation, the heavens (that is, the sky) and the earth, to represent all of creation. See how you translated the similar expression in 2:6. Alternate translation: “everything that I have created”
2:21 Zerubbabel, the governor, was a descendant of David through Jehoiachin (1 Chr 3:19). Haggai’s affirmation thus overturns the curse on Jehoiachin (Jer 22:24-30). However, Zerubbabel abruptly disappears from the biblical record. He was possibly deposed as Judean governor or even executed by King Darius, who was attempting to control his newly acquired empire. The expectations here ascribed to Zerubbabel, and his status as a descendant of David, might have made him a political threat to Darius.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
