all/each/any/every people the=earth/land
Yahweh is using this expression to refer to the Judeans who have returned from exile. The phrase means the same thing as the term “remnant” in 1:12 and 1:14. However, the phrase “the people of the land” often has a different meaning elsewhere in the Bible. In other passages, it refers to the Canaanites who were living in the region before the Israelites arrived.
