Opening eyes over someone here is a metaphor for wanting to do good things for that person. Alternate translation: “I will do good things for the house of Judah” or “I will protect the house of Judah”
Note 2 topic: figures-of-speech / metonymy
(Occurrence 0) the house of Judah
(Some words not found in UHB: in_the=day (the)=that declares_of YHWH strike all horse in/on/at/with,panic and,rider_of,its in/on/at/with,madness and,over house_of Yehuda keep_~_open DOM eye_of,my and=all/each/any/every horse_of the,peoples strike in/on/at/with,blindness )
Here “house” represents people. Alternate translation: “the people of Judah”
12:4 Madness, blindness, and panic were among the curses threatened against Israel for covenant disobedience (Deut 28:28). The day of the Lord will witness a reversal as these curses are turned against Israel’s enemies (see 2 Kgs 7:6-7).
• watch over (literally open my eyes): The open eyes of God represent divine provision for those in desperate need (see Gen 16:13-14; 21:19-21).

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
