Here Yahweh is speaking of Jerusalem as if it were a stone of burden, that is, a stone so heavy that anyone who tries to lift it injures himself. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [a burden too heavy for all of the peoples]

Yahweh is repeating forms of the verb injuring in order to intensify his expression of the idea that it conveys. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the intensification. Alternate translation: [will certainly be severely injured]

Yahweh is using the participle the ones lifting it as a noun to mean a certain kind of person, namely, the nations who try to take Jerusalem for themselves. Your language may use participles in the same way. If not, you can translate this participle with an equivalent phrase. Alternate translation: [All of the nations who try to lift it]
