If it would be clearer in your language, you could translate this so that there is not a quotation within a quotation. Alternate translation: [and ask them if when you fasted]

The word you is plural here because Yahweh is addressing all the people of the land and the priests, so use the plural form in your translation if your language marks that distinction.

הֲ⁠צ֥וֹם צַמְתֻּ֖⁠נִי אָֽנִי

הֲ,צוֹם צַמְתֻּ,נִי אָנִי

Yahweh is using the question form to rebuke the people for fasting for their own benefit rather than truly honoring him. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [you were not truly fasting for me.]

Yahweh is repeating forms of the verb fasting in order to intensify his expression of the idea that it conveys. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the intensification. Alternate translation: [were you truly fasting for me]
