Here Yahweh is speaking of his judgment as if it were a whirlwind that scatters people. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [For I will violently scatter them]

The pronoun them refers to the Israelites whom Yahweh has scattered. It may be helpful to clarify this for your readers. Alternate translation: [after the Israelites are gone]
