The pronoun them refers to the Israelites whom Yahweh has scattered. It may be helpful to clarify this for your readers. Alternate translation: [after the Israelites are gone]

Yahweh is referring to all human activity in the land by naming two major components, pass through and returning. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [For no one will ever be in the land again]
