OET (OET-RV) Then Haman went to King Ahasuerus and said, “Your Majesty, there is a certain group of people who live among the other peoples in every province of your empire. They have their own set of laws, so they don’t obey your laws. It’s not good for you to allow them to continue to live in your empire.
Haman went to the king and told him that the Jews in the empire did not obey the laws of the land, and so they all should be killed. The king authorized him to write an order saying that the Jews should be killed. Haman caused the order to be sent out everywhere in the kingdom on the thirteenth day of the first month of the next year. The order told the public to be ready to attack the Jews on the thirteenth day of the twelfth month.
Then Haman informed King Xerxes,
Then Haman went to the king, and said to him,
“There is a certain people scattered and dispersed among the peoples of every province of your kingdom. Their laws are different from everyone else’s,
“Your Majesty, there is a certain race of people living everywhere throughout your kingdom. They live among the other races, but their customs are not like those of any other race in your kingdom.
Haman was addressing the king. Some Bible versions use an honorific title to show that Haman was addressing the king. You again need to decide whether or not to use a term like “Your Majesty” and whether Haman should address the king as “you” or not.
and they do not obey the king’s laws.
They continually disobey your laws.
So it is not in the king’s best interest to tolerate them.
It is of no advantage to you to allow them to continue to live in your kingdom.
Things would be better for you if you did not allow them to live in your kingdom any longer.
So it is not in the king’s best interest to tolerate them: This can also be translated in a negative form. For example, the CEV has:
We would be better off to get rid of them!

The implication is that Haman then went to see the king so that he could speak with him. You could say that explicitly. Do not give your readers the impression that the king was present with Haman while he was casting the lot.

He refers to the king, and one people refers to the Jews as a people group. So this means there is a people group or a group of people.

These two words mean almost the same thing. Haman uses the repetition to emphasize that the Jews are everywhere throughout the empire and so their influence, which he says is bad, will affect everyone. You could combine these words as UST does.
בֵּ֣ין הָֽעַמִּ֔ים בְּכֹ֖ל מְדִינ֣וֹת מַלְכוּתֶ֑ךָ

Haman is saying that the Jews are mixed in with all the other peoples, and they live in every province.

Haman is saying that the Jews have their own set of laws, and he is accusing them of not obeying the king’s laws as a result.

Haman speaks to the king in the third person as a sign of respect. You could have him say, “your laws.” Or you could indicate this respect another way by having Haman begin by saying, “Your Majesty.”
וְלַמֶּ֥לֶךְ אֵין־שֹׁוֶ֖ה לְהַנִּיחָֽם

Haman is saying, “It is not good for you to allow them to live in your empire.” This can also be stated without the negative. Alternate translation: [the king should remove them] or [you should remove them]

3:8 who keep themselves separate: Jews intermarried within tight-knit communities and resisted integration into the larger culture.
• Their laws are different: They had a unique set of laws (eating and religious customs) and were to be separate from the sinful customs of the people around them (Lev 14:42-45; 15:31; 19:2, 26-37).
• they refuse to obey the laws of the king: This accusation, which is false in general, probably refers to Mordecai’s refusal to bow to Haman.
• So it is not in the king’s interest to let them live: Haman played on the king’s fears and interests as Memucan had done in Esth 1:16. Intolerance toward any particular group of people ran against the general Persian tendency to be respectful of other people’s cultural and religious differences.
