Zechariah is speaking of the city Tyre as if it were a living woman who built herself a stronghold. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [And the people of Tyre have built themselves a stronghold]

The word herself indicates that the object of the verb is the same as the subject of the verb. Use a way that is natural in your language to indicate that the same person fills two roles in the sentence. Alternate translation: [And Tyre has built a stronghold for her own benefit]

The point of this comparison is that just as dust and the mud of the streets are extremely common and plentiful, so the silver and refined gold that Tyre accumulated were extremely abundant.
