OET (OET-LV) And_YHWH over_them he_will_appear and_it_will_go_forth like_lightning arrow_of_his and_the_of_master YHWH on_horn he_will_give_a_blast and_he_will_go in_the_storm_winds_of the_south.
OET (OET-RV) Then Yahweh will appear to them,
⇔ and his arrow will shoot out like lightning,
⇔ because my master Yahweh will sound the trumpet
⇔ and will advance with the storms from the south.
Note 1 topic: writing-pronouns
וַֽיהוָה֙ עֲלֵיהֶ֣ם יֵֽרָאֶ֔ה
and=YHWH over,them appear
The pronoun them refers to Yahweh’s people. It may be helpful to clarify this for your readers. Alternate translation: [And Yahweh will appear over his people]
Note 2 topic: figures-of-speech / possession
בְּסַעֲר֥וֹת תֵּימָֽן
in_[the],storm_winds_of south
Zechariah is using the possessive form to describe storms that are characterized as coming from the south. If a speaker of your language would not use the possessive form for this, you could express this idea in another way. Alternate translation: [with the storms that come from the south]
Note 3 topic: figures-of-speech / metaphor
וַֽאדֹנָ֤י יְהֹוִה֙ בַּשּׁוֹפָ֣ר יִתְקָ֔ע וְהָלַ֖ךְ בְּסַעֲר֥וֹת תֵּימָֽן
and,[the]_of,Lord GOD on,horn sound and,he_will_go in_[the],storm_winds_of south
Here Zechariah is speaking of Yahweh as if he were a warrior who would blow on the trumpet and march with the storms of the south. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [and the Lord Yahweh will blow on the trumpet and will advance with great power]
Note 4 topic: figures-of-speech / simile
וְיָצָ֥א כַבָּרָ֖ק חִצּ֑וֹ
and,it_will_go_forth like,lightning arrow_of,his
The point of this comparison is that just as the lightning flashes suddenly and strikes powerfully, so Yahweh’s arrow will strike his enemies swiftly and powerfully. If it would be helpful in your language, you could make this point explicitly. Alternate translation: [and his arrow will go out suddenly and strike powerfully]

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
