9:4 “Everyone who respected the instructions of the God of Israel”: literally, “Everyone who trembled at the words of the God of Israel.” The emphasis here is not so much fear but an openness to instruction and obedience to what God had said.

T4T So many of the Israelis trembled/were afraid when they heard that some of those who had returned from Babylonia had sinned by disobeying the God of us Israelis like that. They came and sat with me until it was time to offer the evening sacrifices of grain.

Magna mutatio rerum perfidia principum, multi luxuriam secuti, reducti sunt, magno principe mœrente, et quid peccatoribus agendum esset innuente: conveniunt ad eum omnes qui timent verbum Dei, quo transgressores puniendos esse minatur. כֹּ֤ל חָרֵד֙

all trembled

Often in the Old Testament, trembled is a metaphor meaning to regard someone or something with respect and reverential fear. That is likely included in the meaning here, but in this context, the expression also seems to indicate an actual physical response to the situation, just as Ezra did not move or speak. Alternate translation: “everyone who was distressed”

בְּ⁠דִבְרֵ֣י אֱלֹהֵֽי־יִשְׂרָאֵ֔ל

in/on/at/with,words god Yisrael

This phrase does not refer to something that God said on this occasion. Rather, it refers to the commandment that God had given to the Israelites earlier not to intermarry with foreign groups, which Ezra cites in his prayer in 9:10 and 9:11. Alternate translation: “at the commandments of the God of Israel”

The abstract noun exiles refers in this context to the Jews who had returned to their homeland from Babylon.
