Then the wise will shine like the brightness of the heavens: This is a simile. It compares the glory that the wise will receive with the brightness of the sky. The righteous will be like the skies, that is, bright or glorious. As the skies at night are glorious with light, so wise people will be glorious with the joy and honor that God will give them. There are several ways to translate this:

those who lead many to righteousness: This phrase refers to the same wise teachers and leaders as “the wise” in 12:3a. These wise teachers will lead God’s people to live in righteousness. In some languages it may be natural to imply this by saying:
yes, those who lead many to righteousness
many: The Hebrew word that the BSB translates as many is more literally “the many.” Here it refers to all those who remain faithful to Yahweh.

like the stars forever and ever: The Hebrew word that the BSB translates as the stars refers to the bright lights in the sky that the people could see at night. The stars gave light and by their positions helped to guide people who were traveling at night.
These verse parts form a parallelism. They say the same thing in two different ways, using two similar similes. “The wise” are the same people as “those who lead many to righteousness.” If a literal translation would suggest that they are two different groups of people, it may be better to combine the similes into one. For example:
Those wise people who lead others to righteousness will shine forever like the sun or the stars.
