Sitting on the ground in silence, throwing up dust on their heads, and putting on sackcloth (rough goat-hair cloth) were mourning customs expressing grief too deep for words. Bowing the head to the ground was a symbolic action expressing utter humiliation and grief. The writer is referring to all of the people of Jerusalem by naming two extremes, the elders (the oldest) and The virgins (the youngest women).
