Zechariah uses a repetitive series of clauses here to communicate that what he is saying should be understood as comprehensive and overwhelming. Use a form in your language that someone would use to describe a situation that is comprehensive and overwhelming.

Here Zechariah is speaking as if the strongest, healthiest members of the people were the fat one, a well-fed sheep. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [the best-fed sheep] or [the strongest of the people]
