OET (OET-LV) thus YHWH he_says on three (the)_transgressions_of Tsor/(Tyre) and_for four not revoke_him because delivered_up_they exile complete to_ʼEdōm and_not they_remembered the_covenant_of brothers.
OET (OET-RV) This is what Yahweh says:
⇔ “Even if Tsor (Tyre) was three or four sins below the threshold,
⇔ I wouldn’t turn away their punishment,
⇔ because they handed a whole people group over to Edom,
⇔ and they didn’t take any notice of their brotherhood agreement.

This is a poetic device. It does not mean that a specific number of sins had been committed, but it indicates that many sins had led to God’s judgment.

91:9 Tyre and Sidon were the principal seaports of Phoenicia.
• Tyre’s crime, like Philistia’s (1:6-8), was selling whole villages of Israelite captives to the Edomites as slaves, a captivity made more bitter by a sense of betrayal (see 2 Sam 5:11; 1 Kgs 5:1, 11; 16:30-31). Tyre’s reputation was “anything is for sale”; Isaiah portrayed the city as a prostitute peddling her wares (Isa 23:15-17).

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
