This section warns the people of Israel that the LORD will punish them because they have been unfaithful to him. When that happens, the people will no longer be able to celebrate at harvest time or enjoy the crops from their land. The section describes aspects of daily life that the people in Israel would clearly understand. Some examples are harvest festivals (9:1, 5), threshing grain and making wine (9:2), unclean food (9:3–4), offerings and sacrifices (9:4), briers and thorns (9:6), and prophets (9:7–8). There is also an indirect reference to Israel’s past (9:9).

In this paragraph, Hosea warns the people that God’s judgment is certain because of their many sins. This judgment will involve the total destruction of their cities (See Paragraph 8:11–14). Because of this devastation, few if any people will be able to live in the land. Those who escape death will face future punishment as slaves/exiles in Assyria (See the notes on 8:10b and 8:10c).

The people have become extremely corrupt. They are as bad as the people of Gibeah in the past.

They have deeply corrupted themselves: In Hebrew, these words are literally “they have made deep they have dealt corruptly.” Together these words emphasize the extreme depravity of the people.Stuart (page 146).
as in the days of Gibeah: These words further clarify the extreme degree of corruption. They compare the people of Hosea’s day to the men of Gibeah who had committed terrible sexual perversion and murder. See Judges 19–20.

God will now do something about the wrong things that you(plur) have done. He will punish you for all your sins.”
Notice the parallel parts that are similar in meaning:
9b He will remember their guilt;
9c He will punish their sins.
He will remember their guilt; He will punish their sins: These lines are very similar to Hosea 8:13c–d. The words He will remember their guilt mean that he will respond to their disobedience in an appropriate way. The words punish their sins includes here the punishment of their exile to Assyria.Stuart (page 146).

“The people of Israel have sinned and become very corrupt as they did at Gibeah long ago.” This is probably a reference to the shocking actions of the tribe of Benjamin recounted in Judges 19–21.
