She is doing this to communicate to the people listening to her that she feels very strongly about her suffering. Jerusalem is using the question form to emphasize that the passers–by should pay attention to its suffering and that no one has ever suffered as it has. If a speaker of your language would not use the question form for that purpose, you could translate this question as a statement or as an exclamation. Alternate translation: [You who pass along the way should care deeply about what has happened to me.]
