It would be good to present [verse18](../01/11.md) through [verse22](../01/22.md) as a direct quotation, if possible, to show that the city of Jerusalem is speaking. In [verses18–19], Jerusalem speaks to passers–by, and in [20–22] she speaks directly to Yahweh.
