Here Jerusalem is speaking as if her sins were a yoke that was bound fast and intertwined and placed on her neck, like the wooden frame placed on the neck of a draft animal to control it. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [My sins have completely overpowered me] or [Yahweh has made my sins control me completely]
