Here the phrase through many witnesses could indicate that: (1) many people have witnessed or testified to the truth of what Paul has taught Timothy. Alternate translation: [that many witnesses have affirmed] (2) Timothy has been taught by Paul in the presence of many people who can witness or testify to what Paul said. Alternate translation: [in the presence of many witnesses]

Paul speaks of his teachings as if they were objects that Timothy could physically place before other people. He means that Timothy should give these people the same teachings that Paul gave to Timothy. Although the term men is masculine, Paul is using the word in a generic sense that includes both men and women. If it would be helpful in your language, you could use a phrase that makes this clear. Alternate translation: [to faithful men and women]
