Moses is leaving out some of the words that in many languages a sentence would need in order to be complete. You can supply these words from the context if that would be clearer in your language. Alternate translation: [Let each one of you kill the men under his authority]

הַ⁠נִּצְמָדִ֖ים לְ⁠בַ֥עַל פְּעֽוֹר

[who,have]_joined_themselves to,Baal_of Pəˊōr

Here Moses is speaking as if these people were animals that had been yoked to Baal of Peor. He means the people who bound themselves to the worship of that god. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [the ones who have joined themselves to the worship of Baal of Peor]

הַ⁠נִּצְמָדִ֖ים

[who,have]_joined_themselves

The expression being yoked is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [the ones who have yoked themselves]
