It is implied that he brought her among his camp to have sex with her. The full meaning of this statement can be made clear. Alternate translation: “brought a Midianite woman to the Israelite camp to sleep with her”

(Occurrence 0) in the sight of Moses and all the community of the people of Israel
(Some words not found in UHB: and=see/lo/see! (a)_man from=(the)_sons Yisrael he/it_came and,brought to/towards family_of,his DOM the,Midianite in,sight_of Mosheh and,in,sight_of all/each/any/every congregation_of sons_of Yisrael and,they weeping entrance_of tent/house meeting )
Here “in the sight of” is an idiom that means they heard about it, or found out about it.
25:6 Here another Israelite defiled himself with a foreign woman; apparently both Moabite and Midianite women had been involved in the scandal (25:1-3, 16-18; 31:1-2). The man’s sin was particularly brazen, as he apparently disregarded the judgment and mourning around him.
• Some suggest that his tent was an unauthorized shrine associated with the worship of Yahweh, and not just Zimri’s dwelling.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
