TSNTyndale Study Notes:

10:4 it is your duty: As an expert in the law (see 7:10), Ezra was responsible for leading the people to a God-honoring solution to the problem of intermarriage. Because the law of Moses did not contain explicit directions for divorcing pagan wives, Ezra needed to develop a plan consistent with the requirements of Scripture and fair to the participants.

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / idiom

ק֛וּם

arise

Here, as in several other places in the book, arise means to take action to get an enterprise under way. It could also mean to physically arise, since Ezra was lying prostrate on the ground. Alternate translation: “Get up and do something about this situation”

Note 2 topic: figures-of-speech / idiom

כִּֽי־עָלֶ֥יךָ הַדָּבָ֖ר

that/for/because/then/when in,your the,matter

This is a Hebrew idiom. Alternate translation: “because this is your responsibility”

Note 3 topic: figures-of-speech / idiom

כִּֽי־עָלֶ֥יךָ הַדָּבָ֖ר

that/for/because/then/when in,your the,matter

The implication is that this was Ezra’s responsibility because King Artaxerxes had given him the mandate to teach the Jews to follow the commandments of Yahweh and he also gave him the authority to ensure that they did follow those commandments. If it would be helpful to your readers, you could say that explicitly. Alternate translation: “because this is your responsibility, since the king told you to teach us Yahweh’s commandments and to make sure that we follow them”

וַאֲנַ֣חְנוּ עִמָּ֑ךְ

and,we with,you

Alternate translation: “and we will support you”

Note 4 topic: figures-of-speech / ellipsis

חֲזַ֖ק וַעֲשֵֽׂה

strong and,do

Here, Shekaniah leaves out some of the words that a sentence would ordinarily need in order to be complete. Alternate translation: “Be strong and take action to address this matter”

Note 5 topic: figures-of-speech / quotemarks

חֲזַ֖ק וַעֲשֵֽׂה

strong and,do

After this phrase, the book ends its quotation of what Shekaniah said to Ezra on this occasion. If you decided in 10:2 to mark his words as a quotation, you should indicate their ending here with a closing quotation mark or with whatever other punctuation or convention your language uses to indicate the end of a quotation.
