9:10 The old system dealt only with physical regulations, and it could not deal with the condition of the heart (8:10; 10:21-24). Consequently, it was provisional, only intended to last until Christ could come and establish a better system (9:11–10:18).

Here, the phrase only concerning introduces what the old covenant could actually accomplish, since the author claimed in the previous verse that it was not able “according to the conscience to perfect the worshiper” (9:9). Here, the words foods, drinks, and baptisms refer to some of the topics that the law of Moses covered. There were laws about what foods the Israelites could eat and what drinks they could consume. There were also laws about baptisms, or washing rituals, that accomplished different goals, all related to cleansing. If it would be helpful in your language, you could make what the author is referring to more explicit.
