Here Paul applies what he said about actual seed and bread in the first half of the verse to what he is telling the Corinthians about giving to fellow believers. He means that God will give them the means to give (the seed) and will enable their gifts to really help others (increasing the fruit). Alternate translation: “will supply and multiply what you have like it was seed and will increase what your righteousness accomplishes like it was fruits” or “will supply and multiply your possessions and will increase what your righteousness accomplishes”
