Qoheleth is not using the question form to emphasize that there is no profit for humanity in all its toil. Instead, this is a genuine question. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [I wonder if there is any profit for humanity in exchange for all his toil that he toils under the sun.]
