OET (OET-LV)And_ ˊEzrāʼ _brought the_priest/officer DOM the_law to_(the)_face_of/in_front_of/before the_assembly from_man and_unto woman and_all/each/any/every [one_who]_understood to_hear in/on_day one of_the_month the_seventh.

OET (OET-RV)So it was the beginning of October when Ezra the priest brought the scroll to the gathering of men and women and everyone who wanted to understand it,

uW Translation Notes:

Note 1 topic: figures-of-speech / explicit

עֶזְרָ֣א הַ֠כֹּהֵן

ˊEzrāʼ the=priest/officer

This information serves to introduce Ezra further. In addition to being a teacher and learned student of the Law of Moses, he was also a priest whose duties would have included offering sacrifices in the temple and helping people make sure they were following the law in everyday matters. It might be helpful to your readers to explain that here because it shows why Ezra would have been such an effective teacher for everyone on this occasion. Alternate translation: “Ezra was also a priest who served in the temple and helped people follow the law” (See: Introduction of New and Old Participants)

Note 2 topic: figures-of-speech / metonymy

וַיָּבִ֣יא & אֶֽת־הַתּוֹרָ֞ה לִפְנֵ֤י הַקָּהָל֙

and,brought &DOM the,law to=(the)_face_of/in_front_of/before the,assembly

Here, face means the front of a group. Alternate translation: “He read the law out loud in front of the whole crowd.”

Note 3 topic: figures-of-speech / idiom

מֵאִ֣ישׁ וְעַד־אִשָּׁ֔ה וְכֹ֖ל מֵבִ֣ין לִשְׁמֹ֑עַ

from=man and=unto woman/wife and=all/each/any/every understanding to,hear

All who were understanding to hear is an idiom that means “everyone who could hear with understanding,” that is, “who understood what they were hearing.” This phrase likely refers to children and it would mean “children who were old enough to understand.” Alternate translation: “for the men, the women, and the children who were old enough to understand.”

Note 4 topic: figures-of-speech / explicit

בְּי֥וֹם אֶחָ֖ד לַחֹ֥דֶשׁ הַשְּׁבִיעִֽי

in/on=day one(ms) of_the,month the=seventh

Since Nehemiah does not say otherwise, the implication is that this happened in the same year that the wall was rebuilt. If it would be helpful in your language, you could say this explicitly. Alternate translation: “He did this on the first day of the seventh month of that same year.”

Note 5 topic: translate-hebrewmonths

בְּי֥וֹם אֶחָ֖ד לַחֹ֥דֶשׁ הַשְּׁבִיעִֽי

in/on=day one(ms) of_the,month the=seventh

Alternate translation: “On day 1 of month 7”

TSN Tyndale Study Notes:

8:2 on October 8: The people came together on this day to celebrate the Festival of Trumpets (Lev 23:24-25), which marked the beginning of a new year in the postexilic calendar.
