The story does not specify who said this. However, it is probably either Nehemiah or Ezra, since they are named at the beginning of the previous verse. And since what follow are instructions for how to observe a religious occasion, it is most likely Ezra. If it would be helpful to your readers, you could suggest that. Alternate translation: “Ezra told them”
