In this section, Paul urged believers to love each other. This requirement to love is like a debt that they always owe, so they must always be loving each other. Loving others fulfills the Old Testament law.

Love: This is a noun. It speaks of love in general. Some languages must use a different way to translate this noun. For example:

does no wrong: Here the word wrong refers to deeds that are morally wrong. For example, hurting others or stealing is morally wrong. It does not refer to mistakes here (for example, he folded the paper wrong). See how you translated this phrase (“do wrong”) in 13:4b. Remember that the word no is included here.
Therefore love is the fulfillment of the law.

the fulfillment of the law: Here the Greek word that the BSB translates as fulfillment refers to accomplishing what the law demands for us to do, as in the word “fulfilled” in 13:8.Moo (page 817), Cranfield (page 678). See how you translated that word there.

Here Paul speaks of love as if it were a person who could do some kind of work. He means that people who love other people do not do evil things to them. If it would be helpful in your language, you could express the meaning plainly. Alternate translation: [People who love do not work evil to a neighbor]
