Darius speaks of himself here in the third person. If that is confusing in your language, you can use the first person. Alternate translation: [And from my royal revenue]

Here, it means the work of rebuilding the temple. Darius is using a figure of speech that expresses a strong positive meaning by using a negative word, not, together with a word, stop, that is the opposite of the intended meaning.
