The implication is that Nehemiah prayed to God before he answered the king. If it would be helpful in your language, you could say this explicitly. Alternate translation: [Before I answered him, I prayed]
אֱלֹהֵ֖י הַשָּׁמָֽיִם

Alternate translation: [the God who is in heaven]
2:4 With a prayer: The king was subject to the God of heaven, and Nehemiah needed God’s guidance and provision as he made his request.
