OET (OET-LV) And_answered the_man the_standing between the_myrtle_trees[fn] and_said these [are_those]_whom he_has_sent YHWH to_patrol on_the_earth.
1:10 Note: We agree with both BHS 1997 and BHQ on an unexpected reading.
OET (OET-RV) Then the man who stood among the myrtle trees answered and said, “Those are the ones that Yahweh has sent out to roam throughout the world.”
Note 1 topic: figures-of-speech / idiom
(Occurrence 0) the man who stood among the myrtle trees
(Some words not found in UHB: and,answered the=man the,standing between the,myrtle_trees and,said these which/who Shalah YHWH to,patrol on_the=earth )
These phrases refer to the man who “was riding on a red horse” in Zechariah 1:8. This could mean: (1) the man dismounted his horse and stood or (2) the word “stood” is an idiom that means he was located in that position. Alternate translation: “the man who was among the myrtle trees”
Note 2 topic: figures-of-speech / explicit
(Occurrence 0) to roam throughout the earth
(Some words not found in UHB: and,answered the=man the,standing between the,myrtle_trees and,said these which/who Shalah YHWH to,patrol on_the=earth )
It is implicit that Yahweh sent these out to walk about in order to patrol the earth. This does not suggest that they were wandering or lost.
1:10 Patrol suggests the angelic riders’ ongoing scrutiny of the earth.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
