The angel of Yahweh is using the question form to urgently plead with God to show mercy. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Please have compassion on Jerusalem and the cities of Judah with which you have been indignant these 70 years now!]
