TSNTyndale Study Notes:

4:4 In Paul’s letters, joy and rejoicing are a response to the Good News (see Eph 5:19-20). Joy is not dependent on circumstances; believers find joy in the Lord even in the midst of suffering.
• rejoice! See Phil 2:18; 3:1; Rom 12:12, 15; 1 Thes 5:16.

UTNuW Translation Notes:

χαίρετε ἐν Κυρίῳ

/be/_rejoicing in /the/_Lord

Note 1 topic: figures-of-speech / yousingular

χαίρετε ἐν Κυρίῳ πάντοτε, πάλιν ἐρῶ, χαίρετε!

/be/_rejoicing in /the/_Lord always again ˱I˲_/will_be/_saying /be/_rejoicing

Both occurrences of the word Rejoice are commands or instructions to all of the Philippian Christians. Use the most natural form in your language to give direction to a group of people.
