BrTr And the captains of thousands of Juda shall say in their hearts, We shall find for ourselves the inhabitants of Jerusalem in the Lord Almighty their God.

Zechariah is using will say in their heart as a common expression of the culture to mean “will say to themselves” or “will think.” If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [Then … will think to themselves]
