לֹא־ט֥וֹב הַ⁠דָּבָ֖ר אֲשֶׁר־אַתֶּ֣ם עֹשִׂ֑ים

In this context, good does have a moral connotation. Nehemiah is saying more than that this is not a good idea. Alternate translation: “What you are doing is wrong!”
