In those days I, Daniel, was mourning for three full weeks: This verse part gives background information. At the time he received the vision, Daniel had been mourning for three weeks. Here are some other ways to translate this:

When this vision came to me, I, Daniel, had been in mourning for three whole weeks. (NLT)
I, Daniel, was mourning for three full weeks: In this context the verb was mourning refers to participating in religious ritual practices expressing grief over the nation’s separation from God. It does not imply that one of Daniel’s friends or relatives had died. Here are some other ways to translate this clause:
I, Daniel, spent three weeks in mourning rituals/practices
for three full weeks: The Hebrew phrase that the BSB translates as for three full weeks is literally “for three weeks of days.” This probably implies that Daniel mourned every day for three weeks. Here is another way to translate this:
for three whole weeks (NET)

Daniel is using three weeks of days as a common expression of the culture to mean “three full weeks.” If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [for three entire weeks]
