In those days I, Daniel, was mourning for three full weeks: This verse part gives background information. At the time he received the vision, Daniel had been mourning for three weeks. Here are some other ways to translate this:

I, Daniel, was mourning for three full weeks: In this context the verb was mourning refers to participating in religious ritual practices expressing grief over the nation’s separation from God. It does not imply that one of Daniel’s friends or relatives had died. Here are some other ways to translate this clause:
I, Daniel, spent three weeks in mourning rituals/practices
for three full weeks: The Hebrew phrase that the BSB translates as for three full weeks is literally “for three weeks of days.” This probably implies that Daniel mourned every day for three weeks. Here is another way to translate this:
for three whole weeks (NET)
10:2-3 Daniel was apparently in mourning because of his previous visions (10:14, 16).
