This entire verse is a rhetorical question. Paul is using the question form here to teach the Galatians a truth by engaging their reasoning. Alternate translation: “God who gives you his Spirit and does miracles among you does not do these things because you obey the law of Moses. Surely you must know that God gives you these blessings because you believed the good news about the Messiah when you heard it”
