Here and throughout this verse, you is plural and refers to all the Israelites. Use the plural form of “you” in your language if your language marks that distinction. Alternate translation: [And all of you shall consecrate]

When Israel entered and conquered the promised land Yahweh gave certain parts of it to each tribe and family. These parts were always to stay in that family. Sometimes families had to sell parts of that land because of debt or other poverty. But, except for certain circumstances, that land always had to go back to the original family in the 50th year. Because this is all discussed later in the chapter, there is no need to include this extra information here.
