The terms coming near and the one coming near mean similar things. The Israelites are using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [Every single one coming near to the Dwelling of Yahweh will die]

The Israelites are using the question form to express despair. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [We will all finish to expire!]
