OET (OET-RV) I hereby decree that anyone in my kingdom from Yisrael (including priests and Levites) who freely offers to go to Yerushalem with you, may go.

(Some words not found in UHB: from=me issue decree that/who all willing in,kingdom_of,my from/more_than the,people Yisrael and,priests_of,its and,the,Levites to,go to,Jerusalem with,you go )
If it would be helpful in your language, you could say this with an active form. Alternate translation: [I am issuing a decree that]
Note 2 topic: figures-of-speech / you

The king is addressing Ezra, so you is singular and refers to Ezra here, and you and your similarly refer to him in all of their other occurrences through [7:20](../07/20.md). If your language distinguishes between forms of you, the form for a superior addressing a respected individual would be appropriate.
מִן־עַמָּ֨ה יִשְׂרָאֵ֜ל

Artaxerxes specifies that Israel is the name of Ezra’s people group, perhaps because he does not expect everyone who sees this letter to be familiar with them already. Alternate translation: [from the people known as ‘Israel’] or [from your people who are called ‘Israel’]

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
Acknowledgements: The Hebrew text, lemmas, and morphology are all thanks to the OSHB and some of the glosses are from Macula Hebrew.
