This paragraph is a list of the towns that the tribe of Judah received in the southern part of their land. After the paragraph there are several other paragraphs that list towns throughout the territory of Judah.

15:21a

These were the southernmost cities of the tribe of Judah in the Negev

These were the southernmost cities of the tribe of Judah in the Negev: The phrase the southernmost cities indicates the southern part of the land that the tribe of Judah received.

Edom: The term Edom refers to a kingdom that was southeast of Judah. It was mentioned in Joshua 15:1 and you should translate it the same way in both places.

The author is using the term tribe by association to mean the territory that belonged to this tribe. The context shows that by end, he means the southern end. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [at the southern end of the territory of the tribe of]

As the Introduction to Joshua discusses, these names and all of the other names in verses 22–62 are the names of cities unless the text indicates otherwise with expressions such as “the wadi of Egypt” or “the Great Sea” as in [15:47](../15/47.md).

15:21 in the extreme south: Or in the Negev (see study note on 1:4). The Hebrew word negeb can refer either to the general direction (“south”) or the desert region named “Negev.”
• The location of Eder is otherwise unknown. Some propose translating this word as “Arad” because Arad should be about here in the list and was too important to have been left out. This translation would simply reverse two Hebrew letters that are very similar in shape.
