The phrases Now Jericho was shutting and was being shut up and There was no going out and there was no coming in mean basically the same thing. The author is using them together for emphasis. Alternate translation: “The rulers of Jericho were so afraid of the Israelites that they had shut the city gates so that no one could enter, and they had shut up the people inside so that no one could leave”
