In this long final vision, Daniel was told of events leading up to the end of the age.
This paragraph tells of the rise of an evil ruler, one of the kings of the north. Scholars agree that this is a reference to Antiochus IV. Biblical scholars indicate that he is the “little horn” of Daniel 8:9–12, 23–25. Antiochus IV gave himself the title of Epiphanes, the Manifest One (that is, God Revealed). By using this title, he claimed to be the god Zeus incarnate. You can read more about him in 1–2 Maccabees, especially 1 Maccabees chapters 1 and 6. (In the NJB, 1 Maccabees follows the Book of Esther.)

After an alliance is made with him: The Hebrew pronoun that the BSB translates as him here probably refers to the despicable ruler rather than the covenant prince. This verse part indicates that unnamed nations or rulers would make an alliance with the despicable one. Here are some other ways to translate this:
After entering into an alliance with him (NET)
After an alliance is made with him (NRSV)
he will act deceitfully;
but will not be faithful to it.
but he will break it.
he will act deceitfully: This verse part indicates that the despicable ruler would break the agreement he had made. Here are some other ways to translate this:
he will practice deception (NASB)
but he will be deceitful and break it (CEV)
he will behave treacherously (NET)
In some languages it may be necessary to say whom the ruler would deceive. The GNT makes it explicit that it is other nations:
he will deceive other nations (GNT)
for he will rise to power with only a few people.
He will gain power with only a small force of people.
In that way he will become king with only a small number of troops/men on his side.
for he will rise to power with only a few people: This verse part indicates that at the time he takes power, the despicable ruler would not have many followers or supporters. Many English translations reverse the order of the information in this verse part:

This can also be stated in active form. Alternate translation: “When other rulers make a peace treaty with him”
11:23 deceitful promises: Antiochus IV introduced Greek religion into Judea, helped by lawless followers who supported his policies (see 1 Maccabees 1:11-15).
