Then a mighty king will arise,
Then a powerful king will rule
But a great warrior will become king of Greece.
Then a mighty king will arise: The Hebrew word that the BSB translates as mighty often refers to a great warrior. Commentators agree that this is a reference to Alexander the Great, who in the fourth century before Christ conquered a vast area stretching from Greece to the Indian subcontinent. The Hebrew word that the BSB translates as arise literally means “stand.” Like the English word arise, it figuratively means to come to power or prominence. Here are some other ways to translate this clause:
Then a mighty king will come to power (CEV)
Then a warrior-king will come. (GW)
Then there will appear a warrior king (REB)
who will rule with great authority
and he will rule over a vast empire.
He will have the power
and do as he pleases.
He will do whatever he wants to do.
to do whatever he pleases/wishes.
who will rule with great authority and do as he pleases: The Hebrew text that the BSB translates as who will rule with great authority is more literally “he will rule a great ruling.” The repetition of the root meaning “rule” emphasizes the idea. This warrior king would have a lot of power. His power would be so great that he could act however he wished. Here are some other ways to translate this:
who will rule with great power and will do anything he wants (NCV)
who will rule with great authority and act however he wishes
He will have so much power that he will be able act as he pleases.
In some languages it may be natural to translate the concept of authority or “power” with an adjective. For example:
He will be so powerful that he will be able to do anything he pleases.

The idea of rising up or standing is often used for someone who becomes powerful. Alternate translation: “Then a mighty king will begin to reign”
וּמָשַׁל֙ מִמְשָׁ֣ל רַ֔ב
and,he_will_have_dominion dominion great//chief/captain
This could mean: (1) that the size of this kingdom would be very great, or (2) that the king would rule his kingdom with very great power.
11:3 The mighty king was Alexander the Great (see study note on 8:21, 336–323 BC), who conquered much of the known world in thirteen years, from Greece to India and from far into the north to Egypt in the south.
