The pronoun he refers to the person who will come after the king, that is, Solomon’s successor. It may be helpful to clarify this for your readers. Alternate translation: [there is nothing the person who will come after the king can do beyond what that successor has already done]

Solomon is speaking of his investigation of wisdom and folly as if he physically turned to look at them. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [what more can the person do who will come after the king than that which he has already done]

וּפָנִ֤יתִֽי אֲנִי֙
and,I_turned I
Solomon is stating the pronoun I separately, even though the verb translated as turned already includes this meaning. He is doing that to emphasize that he himself is the one evaluating these matters. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the meaning here.
