Yahweh used Babylon to punish Judah and the nation. It is either the people of Judah or the people of the nations who are speaking the words in this quotation.
Note 1 topic: figures-of-speech / metonymy
(Occurrence 0) Babylon … she is not healed … leave her … her guilt
(Some words not found in UHB: heal DOM Bāⱱel and=not healed leave,it and,let_us_go (a)_man to,his_own_of,land that/for/because/then/when reached to/towards the=heavens judgment_of,its and,it_has_been_lifted_up until skies )
The name of the city is a metonym for the people who live there, and the city is spoken of as if it were a woman. Alternate translation: “the people of Babylon … they are not healed … leave them … their guilt”
Note 2 topic: figures-of-speech / activepassive
(Occurrence 0) she is not healed
(Some words not found in UHB: heal DOM Bāⱱel and=not healed leave,it and,let_us_go (a)_man to,his_own_of,land that/for/because/then/when reached to/towards the=heavens judgment_of,its and,it_has_been_lifted_up until skies )
This can be translated in active form. Alternate translation: “we have not been able to heal her”
Note 3 topic: figures-of-speech / metaphor
(Occurrence 0) For her guilt reaches up to the heavens; it is piled up to the clouds
(Some words not found in UHB: heal DOM Bāⱱel and=not healed leave,it and,let_us_go (a)_man to,his_own_of,land that/for/because/then/when reached to/towards the=heavens judgment_of,its and,it_has_been_lifted_up until skies )
Guilt is spoken of as if it were an object that could be made into a pile. Alternate translation: “For Babylon is so very guilty”
51:9-10 Nothing could save Babylon; her punishment could not be measured. After Babylon collapsed, it would be time for the exiles to return home, where they could tell others of God’s wonderful acts on their behalf.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
