This seems to be a summary statement of all the categories of people listed in verses 14–16 whom the Babylonians took into exile. The idea seems to be that Nebuchadnezzar exiled all the Judeans who together could have made war against him. Alternate translation: [all those who together had the capacity to make war against him]
